Modify an ASPX site to include User Profiles, Semantic Tags, and Editorial Controls for a Page

Looking for a Developer to assist with the following project(s). Please provide a total price, which would be the total for each of the four modules listed below. I'd like the opportunity to price by module. DO NOT APPLY if you have not taken the time to read what I have put below. Please do not attempt to sell me an existing system (I have one already), as this is a feature addition to an existing system. If I feel that you have ignored these basic requirements, or suspect that your English was not competent enough to understand them, your bid will be ignored. I am especially open to your thoughts and ideas on how to accomplish this project. Time and cost are the key consideration, but I consider #4 the most important. I have an existing Real Estate site that belongs to a client. It is already active and it is based on ASPX and the view layer appears to be XSLT. The data storage is on a Microsoft SQL Server back-end. It requires the following modifications: *EDITORIAL CONTROL OF HOMEPAGE CONTENT* 1. the Home Page needs a content management section. Presently, the copy on the homepage is fixed in HTML. I require that this can be edited in the Back-End Administration section, identically to the way the About page currently works. *AGENT PROFILES* 2. I require user administration and user profiles. Agents should have profiles. General visitors do not need profiles. Agent profiles should include a Name, a Photograph, and a Description, Office Phone, Mobile Phone, E-Mail, and Address. Properties should belong to Agents, however, a property can belong to more than 1 agent. When a property is showing, it is the owning Agent's information that should be provided as the contact information. Agent profiles should be along the right side and replace the contact link at the bottom right. Specifically, they should just be a more elaborate version of the contact link, with a link to a specific person, as well as a photograph, address, etc. *SEMANTIC TAGGING* 3. This describes a system whereby semantic tags can be created, retrieved, updated, and deleted. Semantic tags are user-generated categories that are used to describe and group content. It is sometimes preceded by the phrase: "Tagged With:" and then followed by the tags themselves, which are hyperlinked to a search results page showing all items (in this case properties) tagged with the same thing. Example: "Tagged With: Beach Access, Laundry in Building, Water Views, Parking Available, Satellite TV" Clicking (for example) Beach Access would take you to search results showing all properties similarly tagged with Beach Access. Tags are arranged in Libraries. Tag Libraries define meta-categories. For example, Rental, Sale and Article might be meta-categories. These define categories that would have tags that need to be kept separate from each other in separate buckets. Rental Tags are quite different from sale tags ("Blender" might be useful for a rental, but is strange for a sale, vice versa for "Private Septic"). Articles would use a different set of Tags altogether. These tags are alphanumeric strings or phrases of no more than 50 characters. Multiple tags can be created at a time. They are separated by commas. Typing in a tag triggers an autocomplete function that is examining the already existing tags as the user types, and autocompleting with appropriate suggestions from the same library. Accordingly, there must be an area to edit/delete/create all available tags. This backoffice area would allow standard editorial operations (CRUD). This is especially needed to normalize spellings, etc. This should be separated by Library. *DATA EXTRACTION* 4. Finally, I would like an Excel output (data dump) of all tables/records in the database, along with a zip file attachment of all imagery/assets connected with this data. Specifically, I will need all property images/photographs, and a clear and obvious mechanism to tie the property data to the relevant images.
