Cover for e-book

This is for an e-book in the erotica genre. The cover should be in color and have 2 main characters in it. The foreground is a pretty young woman named Anja, with long brown hair, pretty but not too sexy. She is in her mid 20's and thin. She is a waitress at a small local restaurant in a small forest town, in the Pacific Northwest. Her job does not require her to wear a uniform so she's in jeans and a halter top most of the time. For the cover she does not need have an apron on but perhaps the restaurant is in the background? The name of the restaurant is Casey's Diner and the building has dark natural wood exterior. The entrance has three small steps to the front doors. Also in the background is Officer Evan James. He can be looking at Anja and leaning against his squad car. Officer James is tall and muscular but not an Adonis. He has medium brown hair, hazel eyes, and large biceps. He has an intense gaze and his sights on Anja. The area around them is forest trees and dirt roads with the exception of a main asphalt road (that does not need to be in the pic). My budget is more like $100-$150. I'm just putting feelers out there right now to see if I'm in the ballpark and/or to see what that budget buys.
