SEO Expert and PPC Expert for Google Ad words

Project Description:
We are an online restaurant aggregator. We put online restaurants that deliver. Customers can find the type food they want, order online, we transfer the order to the restaurant and then they deliver it. We are looking to build out our online adverstising through google adwords and create a partnership with a company that can handle both our PPC and SEO needs. We have an existing adwords campaign which has lost steam and needs to be optimized across search and display.

PPC
I am looking for an expert for Google adwords.
They must be able to:
. create display and search campaigns
. optimize adwords
. manage account
. create ads
. create dynamic content and keyword insertion
. create automated bid for ads
. look at competitions ads and help us create similar ads to compete
. use adwords editor to mangage ads.
. Create metrics in google analytics to help us track performance and goals

We are happy to make development changes to improve destination url but need direction on what needs to be done.

SEO
We are also looking to pay for an SEO expert. This person must be skilled at
. google algoritm and understanding the latest changes in the algorithm and how it scores web sites
. create back links for your site
. increase traffic to our site
. provide proof through google analytics that traffic is being increased through natural search results
. Get our site to the top of the list for a specific set of keywords
. suggest changes on our web site that need to be done to improve rankings

I would like to build a partnership with a company that we will pay monthly. I am setting this project up for 3 months and then we will be able to assess the success from there.
