Write a google docs spreadsheet function

I have a simple spreadsheet in google docs which I need a function adding to.

The sheet is used by several users to add numbers to on their own line.

A formula ranks the users and sums the total score for all users then compares it to a column of totals to see if a specific number has been reached.

I need a function writing which will

1. Record a note on the cell of each user's "Distance Travelled" entry to show the date they last edited the cell.

2. When the total in the "Distance Walked column" matches the "Miles" column I need to record the date this occured. It must not get updated afterwards, only on the first day the totals match.
