I reviewed your reference site http://www.just-eat.ca/ I am sure I can build the website similar to reference site for your small restaurant business.

I will use WordPress as the platform. I will build the site where restaurant owner can post there items for free or for Paying a small fee.(Payment gateway integration), User can select the items of particular restaurant and the order purchased will be automatically email to user mail id, Shopping cart if required and Search restaurant based on location, Item, price and with other required features.
