Three Steps Ahead

A strategic space warfare game in a universe lacking FTL communications. As all information moves at the same speed as the fastest FTL ship, there's always lag between the admiral and fleet commanders. The further away from the flag ship the front is, the longer the lag. Because of the lag the admiral has to give complex orders (like scripts) to the fleets. The orders will have a limited number of steps and options depending on the command capability of the fleet (ship capability and commander capability). As the information the admiral has is always out of date, they need to predict their opponent's moves in advance like in chess. The game should be turn based and mutiplayer (with a possibility for AI admirals). The warfare can include repairing, improving and building sjips if the turn length is long enough. The characteristics of the fleet and ship commanders should be vital in interpreting and following the orders.
