Contest Brief

I have a file from a client that is too low-resolution for me to produce his sign using his artwork. It is a low-resolution JPG. It needs to be enlarged to a sharp, crisp, clean image at 8 inches tall and hi-resolution (like 8 inch tall at 300 DPI). I need the PSD, TIFF and JPG file image. Whoever is awarded the project/contest, I am not looking for someone to just take this image, bring it into Photoshop, resize to 8 inch tall and 300DPI (I can do that myself). I need you to do whatever magic you have to to make this image to size and hi-resolution that when viewed up close, it is clean, readable and looks nice and professional.

    #8 Theft from the internet. C'mon people face it, you can't improve the contest holder's photo digitally. You either take a photo of a badge or stop stealing pictures from the internet

    Tomanian555 you uploaded it from here http://www.qmuniforms.com/photos/styles/qm/zoom/S01-750.jpg. So it's not your picture there for it's considered stealing a picture. Not everything on the internet is free,

      Thank you for highlighting my mistake. Btw It's not just 2 layers. There are dodging and burning involved. As well as brightness and contrast smart adjustment clipping mask. I also did gaussian blur. My Photoshop skills may not be as good as yours. In your opinion, what else should I do to the badge to make it look more like the original?
