design graphics for single webpage

I need just one page of a website graphically designed. I already have:
• the balsamiq mockup of how I want the layout to look
• options for color palates that you can use
Please use the balsamiq mockup and the color palates provided (or your creative ideas around those shades) to design a fully completed graphic interface for this webpage. The feel I am going for is light, modern and inviting. I’d like the background to be a light color, perhaps beige or a very light color. I’d like the text to be a midnight blue. If the colors on the palates don’t go dark or light enough for your needs, feel free to select colors that fit within the green/blue/teal/beige theme.
Attached please find filler images for the flower (top left of the web page) and the person (top right of the webpage) that you can insert into the page.
This is the most important part of the contest/page and where I'm hoping to see great work. When people hover over each line of the clock, we want that section (say, 12:00, for example) to be highlighted in some way. Either it literally pops out and gets larger, or the colors become more intense, or any other ideas that you may have. The circles around the 3:00 and 12:00 in the mockup page are simply placeholders to show this desired selection effect.
You will notice that there is an inner and an outer clock. We want the same selection effect to be applied to each line of the inner clock as well. The clock and its selection effect is where your creativity will come in and will largely determine the winner of the contest.
In terms of colors for each line of the clock, here’s what I’d like:
Blue: 12, 3, 6, and 9:00.
Pink: 1, 4, 7 and 10:00
Yellow: 2, 5, 8 and 11:00
Please see the uploaded pink/yellow/blue swatches image for the clock. If you’d like, you can experiment with using this color swatch for the whole page as well.
You can be creative with the clock and make it look how you’d like, as long as the numbers are there, there is a division of some sort between lines of the clock, and both the inner and outer clock have the selection effect for each line.
Important: please note that for this project, the roman numerals correspond in theme with the space after it. For example, the number XII will need to match in theme and color with the space between the XII and the I.
Again, the design of the text boxes and the formatting of the text is up to you. We just got the content in; we’re leaving it to you to make it look great!
We’d like the final format to be submitted in a photoshop file. Once we award the winner, we will want the full file with all of the clock selection layers, etc.
