Sculpt a 3D model of a hunk of rock / slate according to some rough dimensions (ideally STEP file)

Hello,
We are now working on a concept for a piece of homeware, a display stand of sorts. We want the look and feel of the piece to be raw, flat rock, very cool style. Almost like a slab of rock cut out of a quarry. The actual object will be made by concrete.
We would like this modeller to sculpt a block of material with a slate - like texture following our guidelines of the the shape we have drawn. We have an STEP of the basic object shape and dimensions attached. There is a bit of artistic license for the modeller to reach the right level of "rockiness" - we'd want the piece to look natural and raw, but not so much the object is so out of shape it doesn't resemble the shape.
This first piece will not be our end product, but we want to build on this first hunk of rock and carve ridges, peaks, columns etc on it as a further work, so we may continue this with the freelancer. For now, this is a first draft , foundation.
Feel free to propose other budgets, if it suits. Not sure what program will be used (I think Zbrush / blender maybe a good one?) but would be great to get a STEP file as a deliverable.
We would like 1 - 2 rounds of refinements (wthin common sense) in this job (looking at our previous upwork jobs), so please budget accordingly.
About the hunk: the sides will be slanted 120 degrees, we want this to be somewhat a modular piece where you can buy 3 same pieces and put this side by side to form a semi-hex shape (like in the STEP).
