Animation of 3 scenes as a proof of concept for a Electronic Machine

I'm looking to animate 3 scenes from scratch to demonstrate the function of a machine (that looks like an ATM) I have in mind to build.
At this point I'm not sure if I will do it as 2D or 3D, and therefore I would appreciate you give me a SEPARATE QUOTES for each.
The 3 scenes are each composed of several frames (or shots), the breakdown is as follows:
Scene 1 is 8 frames
Scene 2 is 7 frames
Scene 3 is 17 frames
As an example, you can look at the following link, which can be considered as a scene for ATM operation with 12 frames:

The animation should clearly show the movements of the user as in a full fledged fluid animation: (user walks to the machine, clicks a button, something gets displayed, a receipt gets printed, swipes an ID card, etc..) I want to see all movements, no choppy animation.
The output file should be a video, preferably HD resolution.
There is no specific color scheme, you can be creative in that area.
The timing should be maximum 10 seconds PER FRAME, but most frames require less than that.
WARNING: I will ONLY provide the TEXT of each scene, the rest of the assets is up to you to develop. (colors, drawing/models, audio, etc..)
Portfolios are preferred to demonstrate your abilities.
