Converting 8 kHz, 16 Bit Mono to 11.025 kHz, 16 Bit Mono to be compatable for Dragon Speech Recognition.

Hello,

We have a phone-in recorder using Vantage PCI phone card made by Brooktrout / Rhetorex. This card/application can record in any one of the following format:

32KRhetADPCM ===> Rhetorex ADPCM 8.000 kHz, 4 Bit, Mono

24KRhetADPCM ===> PCM 8.000 kHz, 16 Bit, Mono

64kALAWPCM ===> PCM 8.000 kHz, 16 Bit, Mono

64kMuLAWPCM =====>CCITT u-Law 8.000 kHz, 8 Bit, Mono

32kADPCM ======> PCM 8.000 kHz, 16 Bit, Mono

24kADPCM ======> PCM 8.000 kHz, 16 Bit, Mono

8k16BitLinear====> PCM 8.000 kHz, 16 Bit, Mono

8kMS610GSM ====> PCM 8.000 kHz, 16 Bit, Mono

After recording is completed, we convert the voice file to TrueSpeech WAV to reduce the file size. Now, we are thinking of using Dragon Naturally Speaking (DNS) speech recognition and DNS require the recording to be 11.025 kHz or 22.050 kHz, 16 Bit Mono.

We need a DLL thst can convert any of the above file formats to a required DNS format without causing reduction in recognition? In other words, by converting them, the voice quiality will not get any worse?

If possible, we want the solution to be accessable from command line and can be incorporated into our application.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
