Assist me with Bulk Marketing

I need a reliable, proven bulk Email Marketing specialist to help me send up to 2 million emails over a two month period.
Some of the email lists will need cleaning before sending and this needs to be done by the Freelancer as part of the project.
Freelancer must be able to provide reports on sent emails/opens/clickthroughs/bounces etc, using Interspire or similar software.
Good communication is a must.
If the project is completed successfully, there will be further similar projects in the future.
