Bulk Email Senders Needed (3.5m emails every 2 months)

Dear Bidders,
We are looking for an online email sending software to use or a company which can do the sending for us.
We have appx around 3m emails that we send newsletters or sales material to every 2 months.
We would like to have total management of the campaign, meaning:
- Emails will appear to be sent from email address.
- We will receive all responses, out of offices, mail undelivery notices, bounces etc.. to our email address.
- Emails will be sent from your ISP. Multiple ISPs needed due to volume.
- Emails will start going out 9am every morning and stop at 5pm every evening (UK Time)
- No sending will be done in the weekends.
- At the end of each list, you will provide us with a clean list filtering our all bad emails, bounces and unsubscribes.
- Recipients will be able to use a reliable Unsubscribe facility.
- The company we work with will be extremely experienced in bulk email sending and methods of avoiding being blacklisted.
Could you let me know whether your software is advanced enough to handle millions of emails in the same campaign? Also, how many emails can it send in one day? How long would it take to upload 1m emails to your system? Can you adhere to all of my requirements above?
