Automatic Download Program/script

Need to build a program/script that will: 1. update a page every x seconds. Second setting update every y seconds after cell value is x. 2. download a file with dynamic filename (grows at +1 and then resets to 0) at such conditions: - cell equals x - time elapsed since x value was spotted - new cell appeared above x cell 3. Able to lunch in few instances. Or open in multiple pages at the same time and have separate settings for each. Needs to be build fast. Once project is awarded I will send sample html files. General idea is to catch a log file before it's deleted from a server. I believe it's fairly simple project let me know if you have any questions.
