I think this system sounds very straight-forward and is definitely within my capabilities, currently I work with a policy management system for insurance companies and we use all of the features you are asking for so I am familiar with how to implement them. The reason I am putting in such a low price is because this would be my first job on freelancer. It is not really about the money for me right now, it is about getting my first few positive reviews so I can build a good foundation. I also noticed most bids estimated 7 days, I must say I wouldn't feel comfortable with that. I would want 7 days to deliver the working product (design, development and testing on my part) and then 7 days of you testing and ensuring you are comfortable with how everything is set up and also that we have enough time to fix any bugs that come up. The only thing I don't know about here is how is your data currently stored? If it is in a spreadsheet than I would need to take a look at it to know if I could include it in this bid or not, because if the data will require a ton of work to get into the database for the new application sometimes that can take longer than the actual app to do! If it is relatively clean I would have no problem including it. Your satisfaction with my performance will either make or break me on this site so I will do whatever it takes to make you happy and satisfied. That pretty much sums up my motivation here.
