Help diagnose a external hard drive slowdown issue.

Hard drive is not transferring files at normal speeds and the diagnostics to pinpoint the problem are needed. There is a physical access to the drive as well and it's an external one with usb.
I have worked with Desktop/Laptop troubleshooting for over 9 years. Software and Hardware included.
The diagnostics vary from system build to system build i.e Dell/HP/IBM/Toshiba Etc. Everyone has got their own diagnostics tool. If its a locally assembled system,there are many third party tools available to determine if the hard drive is suffering from a hardware failure or not. Could be the cable or the USB port.

it must be a USB ports power supply problem
old USB ports don't provide enough power to drives.
change port if possible
if it still don't fix the problem I can still help
I'm gonna scan your hdd for bad sectors, and if there are any I will heal it))) if there was physical damage done to it, you will need to just Let It Go..
