Circuit Building Assistance - Russian Instructions

I would like some assistance in building a small circuit. The assistance would either be just translating so I know what I would need to do, or if you are able to build the circuit from the instructions and I buy from you. The reason I need the help is because the site is in Russian so you would need to understand it. Unfortunately google translate doesnt work to well. It would basically mean translating and giving me clear instructions on what to do.
