Build ISP Network

I am starting an ISP (Internet Service Provider), is a start-up business which only i can afford to work with freelancers, I dont have the network in place, I am looking for someone to assist in implementing, designing and building the network for me i will be operating under open access fibre network offering the below services.
FTTH (Fibre to the Home)
FTTB (Fibre to the Business)
VoIP
When i was doing my research on the internet it shows that as a start-up you can start with a 3 layer topology and while the business grows you can add more servers, Ethernet and routers to sustain your network.
I am looking for something cost effecting that wouldn't break the bank as this is a start-up venture, I know networking hardware equipments are expensive but the must be something in the market that is cheaper that i can use for the time being while i establish my name in the business.
