Convert data from multiple structured excel files into a database (access)

We have 400 excel files per year * 12 years = more than 4 000 formated excel files to extract data from them and write in access records. The access table should have specific fields: excel file name, year, excel file title, excel row, excel column, amount. We need to convert those more than 4000 excel files into one single access table. Attached you have examples of the excel files.
