Build Excel Spreadsheet - Compliance Matrix and Corresponding Timeline

What I am trying to get it to do is pretty basic and you should see it by looking at what I've already filled in by seeing what fields I have already linked between the two spreadsheets. I have provide notes below to clarify areas I thought might need further elaboration:
1) I would like to have the info in sheet 1 feed into sheet 2
2) I want Sheet 1, column A to show up on Sheet 2, as a task (i.e. Sheet 1, cell 6 to populate on Sheet 2 as Create PMP). Here I would like the cell range to expand (& merge the appropriate cells) to meet the dates provided in Sheet 1, Columns F & G. The color can be set as standard in each row.
3) As with the previous sheet I'd like to be able to make aesthetic changes.
