Do some Excel Work

I am looking for an expert in Excel and VBA to design a tool that will simulate an industrial process. In short, the process looks as follows. A unit called "the assembler" will collect the components of a certain amount of "machines" from a storage place and take them to the manufacturing points to be assembled. All the operations have to follow certain rules before being carried out. As an example, let's say that we have 3 machines to be assembled. Each machine consists of 8 components. Therefore the assembler has to load 24 components. The loading of each of those components is dictated by a set of tables that will help the assembler to decide whether or not it can take the components from the storage place. When the machine is loaded it will decide on the moment to move to the manufacturing points based on the conditions settled in those tables. When the assembler is at the first manufacturing point it has to follow the decision tables to decide whether the parts can be put together or not. When all parts of a single machine are all assembled, then it will move to another manufacturing point and start the process again until the three machines are manufactured. Finally, it has to go back to the storage area and load the parts again. Repeat until a certain amount of machines are manufactured.
