Create text or add logo to pdf or swf file

I have a blank pdf file we use as a cover for a digital flash book, that I would like to able to have the user add test and or upload a logo and place it on the pdf file. (online) our server is linux. Or I can convert the pdf to a swf file and have a way for the user to add text and upload a logo adding it to the swf page. I have attached a example blank back page cover pdf, plus a example of some text added to it. including the blank pdf file converted to a swf file. project includes all source files, with instructions on how to install and use it on our server.
