MS Publisher build document template from supplied design

We are looking for a layout/DTP expert who can take an In Design file created by our designer and build a Publisher template document for our clients to edit and print internally.
The document will be an A3 Landscape layout and must allow clients to enter text, images and charts as well as customer logos in creating personalised proposals which will be printed and bound internally as a hard-backed document in small quantities (you will not have to design the cover, the document will be to generate content only)
Guidelines on colours, fonts and style elements with sample graphics would be supplied, together with a brief detailing the required structure of the document. The document produced should include pages for each section and sample pages of text with images and/or graphics but will not need to be completed fully, just enough to show how the pages might be used.
You will be required to give brief training to the clients in how to use the document template once signed off.
Please could you advise your capability in this area of work, hourly rates and/or estimated cost of project and short term availability to complete the above-described project.
Note re location: Ideally someone who can travel to Guildford, Surrey for face to face meetings at least twice and can travel to Tames Valley area for client training.
