Add Flashing Borders (GIF) to Adult Banners

I have some adult banners that are currently in JPEG format which I need turned into GIF banners with flashing borders. There are 10 banners in total.
The flashing borders should be 0.02 seconds of flashing and just two border colors - frame 1 red, frame 2 green and played in a loop. I will give you color and other details once you are chosen.
Very simple job for someone who knows what they are doing.
I need the quality of the images to be preserved as much as possible. I have tried doing this myself but I am losing too much quality in the images so I really need someone who can keep the image quality good.
