Ad banner, 120x240

I need to have an ad banner designed, 120 pixels wide by 240 pixels high. I've had some of these done before through Freelancer. This one's pretty simple, with minimal animation. Either animated GIF or Flash is OK. File size needs to be under 30 kb. I will provide my client's logo and their ad of a different size. Basically it's using the same design to fit 120x240. I have the graphics from their original ad, so it's mostly just a resizing job.
