Designer/Coder Wanted for Lead Generation Landing Page that renders in IE7 - repost

I need a one page lead generation website be designed and programmed so that it works renders and works perfectly in IE7 and all other modern browsers to date. I will provide an exe of the IE7 browser to test with. The website needs to have the following elements: - Section for some text/bullets list above the fold - Form with 12 fields that needs to be MULTI-step. During first step the user fills in just 3 fields and then clicks "next step" and is take to the rest of the fields to fill. They need to have the option to go back to 1 step in order to make a change to the already filled information there. - A section with other people testimonials - FAQ section - Exit popup that works even when the site is iFramed Design has to be made so that the section with the text/bullets and the multi step form are visible inside 775px by 495px browser window. Other elements can be below the fold but when a user enters the landing page with a browser size of 775x495 they must be able to complete the form by not scrolling up and down or left and right. VERY IMPORTANT REQUEST FOR THE FORM: - There needs to be validation for the data entered in the form. For example a validation that fields are field, validation that real email has been entered etc. - Form needs to post data to two servers. First server uses SOAP post method (there is documentation for that and how it needs to be integrated). Second server uses REST post method. When data from form is send to Server 1 (SOAP) a response is sent back with information about successful/unsuccessful data sent (again there is documentation for that). Some of that data needs to be shown to the user as a "Thank You" page/message and some of it needs to be sent to me via email. Server 1 has limitation regarding the amount of data it can receive and at some point of the day it will give a response that "it is being full and can not take more". Once that happens the form needs to automatically start sending all further data to Server 2 (REST) until 00:00 GMT when Server 1 can start receiving data again. The design and coding have to be made with CONVERSIONS in mind. I will explain in greater detail to people that apply but when they see the website they need have trust in it and enter their data. Please have in mind that winning this job will also bring you more work in the future as there will be support needed for this landing page and other similar landing pages will need to be build.
