A simpe website building project

Freelancers I have website building project for you. We want this really simple. On the website we will have 2 different types of people who can log in with a secure username and password. Both users should be able to register their name, address, phone number (we must be able to confirm the phone number), email address, register how they want to receive payment, mail, PayPal, or bank account. They should be able to upload a picture of their driver license as an image. Both parties should be able to send a message to the site administrator. We are the connection between the two parties. We communicate the message of one party to the other. But, we as site administrator we do that off the website. The site does not have to have anything to accommodate that connection. Each user must be able connect their profile to a social media website. The profile for each 2 types of user is private and only available to themselves and the site administrator. We must be able to collect payment from one type of user (User type2). Of course we need the website to be secure. This is the entire project here!!!!!!!!!!! What are your bids and how long to build.
