Build a Webpage (elegant, flat-designed, responsive) from Wireframes

We need 1 webpage with flat-design to be developed from wireframes The webpage would have: 1. 4 sections with a flat design, somewhat similar to [login to view URL] 2. Sub-sections (“pages” of the flat design): 1 home page with a large image background, 2 other pages with text and icons, 1 a sign-up page 3. a top menu bar for all the pages. Homepage will have buttons that lead to other subsections We’d like the page to be responsive and design to be flat. Also, we are looking for neat, elegant and possibly minimalistic designs We’ll share detailed wireframes and a few “inspiration” designs with a few shortlisted freelancers. The selected freelancer would need to 1. design a PSD mock-up from the wireframes: this will include selecting appropriate images, fonts, colors etc. 2. and then, create a webpage front end from the PSD We expect the following skills to be relevant for this project: 1. grasp on visual design – essentially a sense of what looks good and what’s not 2. photoshop design 3. HTML 5 + CSS 4. Elastic design (Should be equally good on all resolutions and screen size) and Responsive design (accommodate responsiveness in most of the places, if not everywhere) 5. Javascript + JQuery (basic) 6. good to haves: understanding of bootstrap, Angular JS, responsive design, css sprites Timeline- -We'd like to award the project by Saturday (29th March) end of the day, EST -We need the design (.psd) by 4th April and final webpage by 14th April -We'd need at least one update in every 2 days to ensure we are on track Further Scope – We’d need to build a whole front end in next 4-6 months.
