Build a Website To Administer A Data Model -- 2

I am reposting the project to add the essential of the page flows (excluding user management part). Also this project needs to be Ruby on Rails 4. The application provides an administration interface to maintain a number of database tables with 1:n and m:m relationship together with some logic. The domain that is modelled is a "body of knowledge" such as the PMBOK from PMI. The data model is communicated as part of these specifications - but we accept feedbacks for improvements. The application must be able to manage users and roles with authorisation enforced. Note that the data model for users and roles is not provided as part of this specifications.
