Advertising platform

I would like a website with a 1000x1000 pixel grid. People can purhcase pixels on the grid and advertise within this. When they purchase say 10x10 pixels they can advertise multiple things. A website, a facebook, a twitter, a google plus, and a QR code. Once purchase when people visit the website and click the image in the 10x10 pixel then the screen with "grey out" and it will show something like the below. Also people can click the links to go to the website / facebook / twitter I also need a payment page created so people can pay through paypal or credit cards
