Build a PHP site with Secure Access

I need a website front-end to my hosting service startup. It can be written in php/html.
Key features needed are:
- Secure member database
- Incorporate paypal payment gateway
- Prorated membership upgrade paths
- Execution of serverside scripts upon activation of membership, upgrade, and after membership expires.
I need a web designer who can effectively communicate with me to realize the needed applications of this website. I need pages which input user data into fields, and transmit this to text files on a server.
I also need outgoing mail to notify customers when membership changes or configuration of their services change.
This is for a shared hosting service of forum software. Everything needs to be automated to it's furthest extent. I can write the bash scripts, but have no clue how to do frontend web design or work with SQL.
