Build a Website and Mobile Application (Andriod+IOS) RateMyInstructor

The website is called "Rate My Instructor" where UOS and UOA students can go in and write their reviews about a certain instructor, anonymously!! also students can contact me on website to add an instructor's name if he's not available, and a control panel that allows me to control everything! with the ability to add other universities in the future the website should be in both Arabic and english with provided spaces for advertisements the website will provide instructors names per their colleges, and few other details like phone number, CV, Email, office, fax and students can write a review on the instructor, adding their name and University id in optional in the front page there'll be the colleges in the university of sharjah only and some advertisements in each college there'll be a list of instructors a student can view each instructor's details which will be provided by the admin only and the student can write his review it'll be like a comment, and adding their name and university id is optional! so students can add their reviews anonymously or not and backend need for admin to add new instructor and another page where students can request from the admin adding a new instructor the website should start with 2 universities, University of sharjah and university of ajman the design can be something like this [login to view URL] Give me the price and how much time do you need
