Build a simpler 2 page Website with API call Phase 1

I have partnered with a white label product. I wish to create a simple use of the service before I fully develop the site. Initially I require a homepage with a simple registration field (email address), this will then fire into a database and return a unique pin for the customer. Ideally the new pin would be displayed on a separate page, a sort of on-boarding page. The pin is all the customer needs at the moment for this service to work. I have the API code, I have not yet purchased the hosting package as some PHP is required. I have also not taken this up as I am not sold on the type on website to have, I dont believe wordpress is the right option here, but convince me otherwise if you think it is.
