Create a webpage that displays data from mysql database.

Our goal is to make a new page (completely separeted from the wikipage ). The new page must be easy to edit and there must be an XML export function.
Frontend:
* Langugage support
* Lists should be sortable on each column
* Possibility to filter the lists based on predefined checkboxes and free text search
* Nice looking design
* If the cell has a comment it should be easy to see that and the comment should be visible by clicking/hoovering the cell.
* History for each row that is displayed by clicking an icon
* Each row in the table should be easy to edit by clicking an edit button for the row. When editing, separate comment fields should be presented for each language.
Backend:
* Possiblity to add/delete rows to the list (
* Possiblity to add colums to the list
* When editing or adding rows each change should be timestamped and saved to keep the history (that then is visible in the frontend when clicking an "History" icon that must be visible for each row).
* History should be accessible in the backend, and it should be possible to delete individual rows in the history.
User roles:
* Normal user. Only view rights on the frontend
* Editor. Same as Normal user - and possibility to edit existing rows
* Admin. Same as Editor + access to admin page where it's possible to add rows, categories and columns.
* We provide functions to handle the login in process (PHPBB integrated)
Specification on each row in the table:
* Possiblity to add the row to a predefined category. (Rows should be possible to group like on the current wiki-page). The category also must be changeable.
* When adding columns to the table the new cells should have a predefined content
Each cell in the table should have the following content:
* How well it works with the specific controller.
* Comment field with language support.
XML-export:
Data from the database must be exportable in xml-format.
