Design a Website and Mockup for New App

We are starting up a new SaaS project and require a professional designer to design and construct the HTML, CSS and Javascript for our application. The application will be using Laravel as a backend framework, but you are not required to build the application logic it self, simply all the UI/UX screens the user's will be interacting with, we will be implementing the logic ourselves. The application design will be almost "Admin Panel" like, but needs to fit in with the frontend pages of the website, a few core pages will include (but not limited to): 1) A User Profile page 2) A Billing Management page, for adding, editing and removing of credit cards linked to an account. 3) An account settings page 3.1) Profile picture updates 3.2) Password Changes 3.3) Communication preferences 3.4) General account information 4) Account invoices page 4.1) Invoice Design 5) Account Orders page 5.1) Viewing of a single order 6) An Application dashboard, displaying statistics from the application 7) Checkout pages for credit purchasing 8) A basic form builder (VueJS) 8.1) Create a simple form 8.2) Add fields to form 8.3) Edit fields 8.4) Delete fields 9) Frontend: Homepage, contact us page, features page, services page and "How it Works" page. We are looking for a fresh Flat design. Some technologies which will be a plus is: 1) Laravel knowledge (splitting files into blade templates) 2) Laravel Mix knowledge 3) Webpack knowledge 4) Sass, Less or Stylus 5) Lost grid, or any post Css frameworks 6) VueJS with .vue components 7) Bulma CSS Framework
