Each and every thing have to move all data including email accounts etc. Then he have to make 301 permanent redirect from old to new site. In such a way that every old domain redirects to new domain page. Example [login to view URL] redirects to [login to view URL] Freelancer will handle all the things like plugins etc. Must have good knowledge about htaccess.
