Configure Bulk Mail Server for retailer's 100k Sends

I need a email server specialist to recommend, install, configure and optimize an Bulk Email Server on a new dedicated server. I have a US based online retail business with 100k opt in subscribers which I need to blast 2-3 times weekly. I currently use Constant Contact which provides good deliverability, however, I would like to utilized my linux server, save money, and build something for future automated sending that would tie into my shopping cart.
I need to know if this type of setup is possible on a dedicated server. I will need to have some of the technical issues (clean IP, whitelist concerns, deliverability) explained to me. I need someone that understands setting up a server for legitimate business sending (not spam) and the details that will result in high deliverability.
I require excellent communication and timely project updates. Please provide a rough timeline for completion. if this type of project requires more than the budget max, please explain.
