Cut up design and implement HTML/JS/CSS

As can be seen in the PSD/JPG (both available) it is a SINGLE PAGE website (links anchor to content areas). It's a pretty simple cut up (I am a developer myself) but can't be bothered, basically. I expect pixel perfection and support across browsers. Semantic mark up also expected, I want a professional job which makes proper use of HTML elements (a lot of SEO will go into this website). Use as much CSS as possible - for instance, background colours instead of sampling the image where it's a solid colour. Make sure to use real TEXT for every bit of content.
