Set up transparent pull down menus

This project is to set up an initial header/navigation bar with transparent pull down menus. I must be able to add/remove sub items on the pull down menus. The pulldowns must be cross browser compatible. I will provide a PSD document with everything in layers. The sample I have uploaded shows what the pulldown menu should look like. Please be aware that three of the main buttons will have pulldown menus. The text in the submenu items should also change color when rolled over. When you move away from the submenu, the menu should disappear. It might help to know the menu is an 80% black screen. In your estimate please give me not only the cost, but the actual time it will take you to do this project and when it will be completed. This is an urgent project and the faster turnaround the more likely you are to be awarded the project.
