Arab wordpress and joomla expret needed

Hello this project involves 2 sports sites, the bidder has to be from arabic background or knows arabic verywell, as both sites in arabic, the bidder must know wordpress and jamoola site 1: we have a old wordpress and sql database need to migrate data to new vps host and domain, we need all plugins and wordpress to be updated and new CSS desgin to change the look of the site and problay other wordpress plugin featueres, and ways to optmise the wordpress under load, site: is a joomla, its very old and needs updating and got hacked couple of days ago, so we need it checked updated etc...
