Create Joomla template based on a website

I have a customer who really likes the layout of a website [login to view URL] and so I need a joomla template created with the columns laid exactly like this website with the exception that I need a horizontal menu directly under the main picture. It can be a simple menu, maybe boxed with some light color lines around the menu items with the ability to drop down. Thanks for your bid.
