Hello. I am linux administrator with 4 years experience. Seems your server doesnt configured for passive ftp connection. 1. Use active ftp mode. What ftp client you use ? 2. or you should configure properly ftp passive mode on your plesk. I can help you with it.

I run a professional hosting platform based out of the UK. I can configure an FTP daemon for passive/direct connections. Any routers or firewalls may need to be reviewed to complete the task.
