Android App using Front Camera

I would like to have an Android App developed that will run on an Android based tablet. The app essentially will scan a QR code using the front-facing camera of the tablet and open up the link (in the QR code) in a WebView within the app. The WebView must then be able to be closed and the process to be repeatable. I hope this description is clear. No frills or complications just a simple app. Thank-you.
