custom twitter page

Hi, not sure this can be done within the framework of twitter, but i want to have a custom twitter page that would be an announce only page, that would not allow comments, or contact between followers, with all social interaction disabled. (would like to do the same thing in facebook if possible.) the concept would be very simple. it would show the geographic location of where we are working on a google type map that could be updated by lon/lat center point. the purpose would be to let our existing clients know our progress, the page could be open to the public, but it's main purpose is just to supply almost real-time updated info to our clients, but disable any social interaction. thanks.
