Write an Android application

I want to create an Android game with a social twist that uses the camera. In the game, you sign in and you receive a photo of a person that lives in your town and is playing the game (so they have uploaded the photo)...you may know this person, you may not, no names, no details, nothing...just a random person also playing the game within 10k of you (that is a variable)..the only thing you know is that they are within 10k from you....if you accept the assignment, they get sent your stats but no photo...your confirmed kills, your best time, even reviews by people they have hunted....just to build the pressure The timer starts when you accept the mission and you have 48 hours to complete the mission, find the person and take their photo....if that photo matches the original photo in enough points of similarity, you get the kill and get another photo....they get alerted they have just been killed...if you don't make the time limit, you lose the mission The game is endless, there is no start or stop other than the 48 hours of finding this person we "could" add a "the person is within 500 feet of you" if we include GPS data to both players just to make them freak out even more. The point of the game is to get people to look up from their phones, look around, notice where they are and who is around them. It is all Opt-in, the photo has to be close to a passport style photo, very clear, etc. possibly even include two photos, front and profile, enough that when the kill photo is taken you don't have to be standing in front of the person to do it...
