Write an Android application GPS simulator Bluetooth

GPS simulator Bluetooth Some old devices doesn’t has GPS So we need to use a device that present a GPS signal thru Bluetooth Such as Dual XGPS150A or Bad Elf Pro or Garmin GLO Aviation What is these devices doing is is creating a signal that can be received thru the Bluetooth So I can connect it to iPad or other tablet doesn’t has GPS It’s simulating for GPS signal to Bluetooth My question is .. Can you create an app android that can do the same functions as Dual XGPS150A or Bad Elf Pro or Garmin GLO Aviation?
