Write an GPS tracking Android application

I need a basic application like this (I provide my system api)
1: connect my application
2: the user logs in to the application and saves the login information (can logout)
3: After login the system will send the gps coordinates to the server application every 5 seconds to 10 seconds.
4: When a stationary position is stationary, it will not send the coordinates
5: get the gps even though there is no internet and when the internet will sync all the data that has been taken to the server, each data packet has no more than 99 saved coordinates.
If you can handle it, you make yourself an app on demand and send apk files through me install and test. If completed I will pay the cost and you send yourself the source code
