Database for companies portoflio management

We are a french company doing economic surveys. For a new project, we need a custom database application allowing us to monitor a specific portfolio of private & public companies. The application is for an internal use, not web opened and a very limited number of potential users. At the moment, we have a portfolio under survey of 3000 companies and 250 investment funds (the funds own the 3000 companies mentionned). The datas to be stored in are inputed by the user, no automatic links to data sources, excepting a link to the companies registrar when inputing a new company to verify its detail before integration (to limit the risks of errors). The datas for the companies (Turnover, number of people employed, net result etc...) are stored on a monthly, quaterly, semesterly, annualy). The purpose of the database is to be able then to provide statistics : for example the cumulated turnover of the portfolios, number of companies per zip code, calculating averages etc...we will have to discuss with you what can be done in a permanent manner (hard programming) and certainly functionalities allowing to build custom requests. Hence, we are not speaking about a complex job for a talented programmer, but we offer what we estimate to be a fair price as we want a very ergonomic application, something easy to install and bugs free. We obviously provide all the documentation to describe the necessary work and we want a programmer with whom we can share questions. We pay as per your request, we work on a trusted and fair approach. This is a job that can drive to further jobs : If the tool is nice, we can decide to work permanently with it and then ask for other developments on it , so if the work is ok, there is potential extra deal & money for the programmer. French or english languages only . Skype/phone/msn meetings requested. No problems to work with people not sharing the same GMT, for this project I will stay awake to communicate if necessary.
