Coding of a VB.NET class: audio file convertion

I have a VB.NET application that I want to convert and play audio files within it. I would like to have a freelancer to provide me a class in VB.NET that will give me the possibility to open a standard audio files like: MP3, WAV, WMA, VOC, OGG, etc.. This class should give me the option to either convert the file to a RAW audio format or to play the audio in the application for a preview. File conversion: Open an audio file, convert and re-sample into a .RAW audio format. The RAW file must be 16000 samples/s, 16 bits, mono. I would like to have the flexibility to change the sampling rate to another value in case I need it in the future. Audio preview: To have a function to play an opened audio file in the computer sound card for an audio preview. - Having a property or function to adjust the volume of the playback. - Having an option to play the audio preview in a loop, until I give a stop instruction. - Optional: Open my converted RAW audio files for preview, knowing the pre-defined format settings. - Optional: Preview playback of an audio file that is stored into a VB.NET resource file (audio file embedded in the application's .exe). If you need to use a commercial .NET component or .DLL behind your class, please provide me a link of the component or library you want to use so I can check the licensing cost. I prefer having the class written in VB.NET but I can accept a C# solution has if I don't have a nice solution in VB.NET on the table. When you bid, please mention the audio file format you can open ex: "MP3, WAV..." and "option raw playback" or "option resource file playback" if you can commit to do theses optional requirements.
