Online RPG Creation

The project i require is for a multi mega online role playing game to be made. I require a client/server environment so players can visit a webpage and play the game through a client, like a JAVA client. The server will do the processing for the game, store the accounts and generally run the game. The server needs to be able to add special options to accounts for example if i make a user a moderator in the game he should see moderator options. I will require a tool which i can edit the map of the game and generate new NPC/monsters for the game. An example of the graphical quality i would like is attached. This description is a little vague as there is lots to do with the game creation and the in-depth details. I will discuss more over PM to clarify more details. Please only post if you are ready to make this project also please dont post your company details i only wish to know if you can and your thoughts.
